		<description>Yes, the prison mental health care system in ca is a mess. i have worked in it for 12 yrs and it has gotten even worse with the receivership because medical care is now the priority. there is no adequate office space, management is either incompetent (usually) and/or abusive (often). No real changes in the 12 yrs of coleman federal monitoring. Computers have helped track the visits but no real consistent treatment is being done. I could write a book on this. Staff is generally pretty competent and most want to do a good job but incompetent management both in the facilities and in sacramento is the biggest weak link.</description>
